The sentence on reform could mean anything. And I assume no one here actually thinks F and F will go back to exactly what they had - a duopoly with a semi government backed ability to borrow at better/lower rates then others

Re funding x y z with the sweep

Not hard IMO - and I hope he does it and earns some favors! Fund x y z as an expense. Thus it is pre sweep. There is no need for a change in the sweep for this purpose - as much as I would love to see a change in the sweep (an end).
