Wialan is not listed in either federal database. Hughes Network Systems is, however (they appear to be doing quite a bit of work with the Gov). It's possible that Wialan is a subcontractor of Hughes for one of their contracts, but it doesn't look like they've done any work as a prime contractor to the Government yet.
If they are doing subcontractor work, someone should be able to call up Hughes, get in touch with whatever department handles Fed contracts, and confirm whether or not Wialan is a subcontractor.
