Southeastern Pennsylvania Transportation Authority Debuts HiEnergy Technologies' Novel 'Atometer(TM)' Bomb Detector in Philadelphia Subway System

IRVINE, Calif. and PHILADELPHIA, Feb 08, 2006 /PRNewswire-FirstCall via COMTEX/ -- HiEnergy Technologies, Inc. (OTC Bulletin Board: HIET) and Southeastern Pennsylvania Transportation Authority (SEPTA) today announced that they will be hosting a press conference this afternoon at 1:00 p.m. EST at the concourse at SEPTA's headquarters in downtown Philadelphia to announce and demonstrate the successful deployment of the SIEGMA(TM) 3E3, HiEnergy Technologies' novel Atometer(TM) explosive detection system. HiEnergy Technologies is the homeland security industry leader in neutron-based diagnostic technology and creator of the world's first "stoichiometric" devices that can effectively decipher chemical formulas of unknown substances through metal or other barriers, almost instantly and without human intervention.
Attendees of the event are expected to include regional transportation, law enforcement and homeland security officials with coverage provided by local and national media. Dr. Bogdan Maglich, HiEnergy's Chairman and Chief Scientist, will detail the advantages of the SIEGMA(TM) 3E3 explosive detection system and explain how its ground-breaking products and technologies differ from any other available to homeland security and counter-terrorism professionals.

"Initial results of the first commercial deployment of our Atometer(TM) model SIEGMA(TM) have exceeded our expectations. We are grateful for the support from SEPTA in demonstrating to the entire transportation industry the improvements to security and integrity which can be accomplished with our systems," stated Dr. Bogdan Maglich. "This is a major milestone in the acceptance and sale of our leading edge products and we anticipate increasing recognition as the rollout continues."

As part of its efforts to provide uncompromised safety and security to the nation's largest multi-modal public transportation system, SEPTA has deployed two SIEGMA(TM) 3E3 systems to work in tandem with their Canine (K-9) Units. Together they will screen unattended and suspicious packages with greater accuracy and efficiency in order to protect their infrastructure and passengers while keeping the transportation system running smoothly.

"The addition of the SIEGMA(TM) systems reflects our ongoing commitment to provide the most advanced solutions available to meet the heightened security needs of the nearly 1 million people who ride with us each day," stated Captain Jack Wenke of the SEPTA Transit Police Department.

ABOUT THE SIEGMA(TM) 3E3

The SIEGMA(TM) 3E3 is a mobile, suitcase-borne explosive detection and confirmation system, incorporating HiEnergy's proprietary "Atometry" technology. The SIEGMA(TM) 3E3 is unique in that it can detect and confirm whether an object or container carries a select group of dangerous or illicit substances, such as explosives, biological agents, or illicit drugs, with a probability of detection equal to approximately 97.75%, and "false negative" and "false positive" rates of nearly 2.25%. Combined with its mobility and stand-off design, the SIEGMA(TM) 3E3 is particularly well-suited for the detection of terrorist-made bombs, or Improvised Explosive Devices (IEDs). Unlike military ordnance, IEDs are unconventional in their delivery, often inaccessible by vehicle-borne systems, and contain non-standard mixtures that require chemical formula identification not obtained by the common "anomaly" and chemically blind detectors currently in the marketplace.

ABOUT HIENERGY TECHNOLOGIES, INC. (http://www.hienergyinc.com)

HiEnergy Technologies, Inc. is the creator of the world's first "stoichiometric" diagnostic devices that can effectively decipher chemical formulas of unknown substances through metal or other barriers, almost instantly and without human intervention. HiEnergy's products incorporate a proprietary interrogation process which activates a selected target with neutrons causing the contents to emit back gamma rays that contain unique signatures from which the chemical formulas are derived. HiEnergy believes its Atometry(TM) technology compares with other detection technologies like color photography compares with black-and-white photography.

HiEnergy is focused on the commercialization of the world's first "stoichiometric" explosive diagnostic devices, including the SIEGMA(TM) 3E3 and the CarBomb Finder(TM) 3C4, a vehicle-borne system, for the detection and identification of car bombs. The Company is marketing its devices to governmental and private entities and is negotiating licenses for distribution of its devices with various industry partners. The Company also continues to focus on the research and development of additional applications of its technologies and their further exploitation, both internally and through collaboration with third parties. HiEnergy has developed prototypes in programs with the U.S. Department of Defense and the Department of Homeland Security for other related uses of its core technology. Recently, it entered into a funded cooperative development agreement with the U.S. Transportation Security Administration (TSA) to produce a proof of concept which incorporates the Company's SuperSenzor(TM) technology into a baggage screening system. The Company's "stoichiometric" technologies, or Atometry(TM), have been incorporated into additional prototype applications which, if the Company is able to raise the funds necessary to commercialize them, will be the next products it attempts to launch: an in-ground explosive screening system, the CarBomb Finder(TM) 3C5, the STARRAY(TM), an all-terrain robot-borne IED detector; an anti-tank landmine detector; an unexploded ordnance detector, which is also useful to detect IEDs; and a device called a "Refractorymeter," which can detect fissures or erosions in the ceramic lining of oil cracking tanks.
