What I would like for some informed soul here to explain is why did FQM quit paying PTQ for delivered aggregate? They had a contract to supply rock and get paid for it, so why has FQM decided now they don't want to pay for what's been supplied?

This shared cooperation between the two companies seems very short lived, as is the usual case when Fifer is working with the other party.
