To my knowledge, GTE has done minimal, tethered test flights of its Sanswire II before this in order to gain information for further development.

There was nothing in that article indicating that Lockeed's airship was going through 90 days of high altitude testing of a finished product, as the commercial GTE strat is set to do this month. Looked more like Lockheed's airship went through similar minimal test flights as the Sanswire has already done to gain more information.
