More DD might help you better understand what's going on. The Olympics must first be up linked through Ecostar before it can be down linked under the brand name Hughesnet.
Brazil engages in economic protectionism. That's why any Wialan boxes to be used in Brazil must be assembled in Brazil. All contracts will be first awarded to Brazilian companies, then companies outside of Brazil can then contract with the Brazilian companies. Wialan can go directly to the Brazilian company and try to negotiate a contract with them. But at this point if there's no Ecostar contract, there no Hughes contract for Brazil.
