I read that article and it doesn't say that the Tegra 4 can't display 4k video... If I'm wrong please tell me. (Please show evidence!)

Tegra 4 doesn't even need H.265 to output 4k to 4k displays. It will just make it even faster. Here are sited sources for that statement:
