trunkmonk: Might not work in Manhattan where most tall buildings are, but for places like the harbor, central park (where lots of events are held), and the other suburbs, it would be ideal.
I don't see winds as a problem.
The cops in NYC are using camera/radar booths on top of 20' cranes which don't see very far, and 1 BIB could replace several of those cranes, not to mention traffic news choppers on the highways.
