The stock must be on of the Nasdaq-100-listed ones, and you need to be a registered high net-worth / institutional investor:

The pre- and after-hour trading might indicate a trend for the offical (next) trading session, but I would say it was originally designed, that during-official-session-unfilled orders can be executed by those investors.
