You're asking the wrong question as usual. The debt is a function of the annual deficit.

Who increased the deficit the most - Bush
Who decreased the deficit the most - Obama

... and the deficit would be even lower if the teabaggers would let him increase taxes on those who have gotten the most benefits in the last few years - wall street, multinational corporations and the uber rich.
