This is what i took away as being very relevant from that document-

53. Q: The last paragraph of Section 1.8.4.2 states “It is highly desirable that the portable ETD system not incorporate any components which require oversight by the Nuclear Regulatory Commission (NRC).” If a system has an exempt distribution license where the NRC has ruled that no monitoring, tracking, or special handing is required, does that sufficiently satisfy the desire for not having components with NRC oversight requirements or is the goal to eliminate radioactive sources from use? This language is listed under the desktop section but refers to the portable, does it apply to both variants? A: Yes, a system with an exempt distribution license would sufficiently satisfy the desire for not having components with NRC oversight requirements. Yes, the goal is to eliminate radioactive sources from use. However, Section 1.8.8.1 states, “No components which require oversight by the NRC are permitted” as an objective requirement, therefore we do not eliminate radioactive sources from consideration. The language listed under the desktop applies to both the portable and desktop variants.
