ARCA is Archipeligo Pro....not a direct Market Maker but an Electronic exchange....ARCA is one MM you'll see jump around a lot from bid to ask because they just want volume....that's how they get compensated....they are indifferent as to the direction of the PPS movement....

Honestly Pro, rarely do I pay attention to Level 2 anymore. It used to be a nice tool to have in your arsenal but more and more it just clouds the judgement of the trader....just my humble opinion....
