To me, you can see this 3 ways.

1) The hopeful people will say we're going to win so let us spend that money since it will be over in 6 months and it is not needed.

2) The fed up people will say there really is nothing left to litigate and the lawyers are just milking us so let us make the pool of money smaller.

3) Bystanders will probably just say they guessed 20 million and found out that was way too big of an amount. The 12 million can be returned.

I'd like to say #1 but I am going with #3 but again just a guess
