Just a thought, about the canards for Lockheed Martin. I don't know why LQMT can get any development funds from LM, if LM sees the canards as a big positive for the system. Maybe that's coming after LM is assured they can be made. If the rocket system is a government contract then don't see why LQMT can be a subcontract to the LM government contract...and get funding. Maybe they are.
Having been in government contracting there should be some kind of cost plus basis contract. Plus, LQMT would be considered "small business"..and thus gets many more privileges to funding if the government is involved. Especially up front funding if the company is on shaky financial grounds. Even for prototypes.
