Look at the financial statements for the past price that investors were willing to pay :
6/30/13 52,046,79 shares, $34,523,103 paid in capital
12/31/12 50,160,758 shares $32042751 paid in capital
Increase in shares: 1,886,039 paid in: $2,4803,52

Ave Price 1.32

AND as of 6/30/13
8,582,250 options outstanding ranging in price form $0.25 - $1.75 with an average price of $1.14

Since June?
"In June 2013 we signed our new stock purchase agreement with Lincoln Park to sell up to $20 million of common stock whereby subject to certain conditions and at our sole discretion, Lincoln Park has committed to purchase up to $20 million of our common stock over a 30-month period. We are preparing to file a registration statement with the U.S. Securities and Exchange Commission covering the resale of the shares that may be issued to Lincoln Park pursuant to the new stock purchase agreement. " These are sales at LWLG's discretion, but at the current going price, Lincoln could accumulate for around a buck.

Presumably these folks had some inkling of the incredible value of the company. But, $3 represents a nice return on their invested capital.
