Scottrade has not allowed a purchase on CBYI and a ton of other penny stocks for years. It has nothing to do with dilution, but instead they (Scottrade) expects most companies now to be perfect filers. Etrade is awesome for trading CBYI and they even give you level II. Trade penny stocks, don't invest in them
