because of an error in their system, they could not be accepted

hitting below the belt for compliance?

make them dependent and then threaten them for it

sounds like the proverbial bully on any street corner

but that's what happens

when votes equal benefits for those so inclined

it becomes a culture of its own

to be manipulated and admired by its creator..
