All I can say is call FINRA,
and speak to the Market Regulation department and have them explain how the daily numbers are an incomplete data set and should not be used to look for short positions.

Only when FINRA publishes the Bi-Monthly short interest positions is when that data is relevant. I have provided the link to that report.
