Exactly, but it's not just them. The Federal Employees Health Benefits Program covers more than 8 million other federal employees, retirees and their families. They are required to have coverage, but they are free to shop around within the "exchange" and find what fits them best. Along with Romney's Massachusetts plan, it's one of the models for the Affordable Care Act.
