Wise I think that what he was trying to get across was that the guts of the device (once they master it) will be so inexpensive to produce that the packaging would cost more that what is inside. Little to no protection should be required from the elements (air) however we are talking single mode fiber so IMO aligning it and keeping it aligned will be the tricky part. That is my understand anyway.
