Not sure exactly what Robert did. Doesn't Procure mean he has them in his possession?

He has since reported success in procuring the necessary components,

But then the next sentence;

He further estimates a shipping date for said components at the completion of Asian Holiday Tuesday September 24th or Wednesday September 25th.

So are the special and made just for Robert? Why the hell couldn't he put 4 of them in his bag and bring them home? Or ship them Fed Ex?
