Market Makers do not have to abide by the rules that retail investors do. Sure, you can put your shares for sale at $X.XX price, and this will indeed disincentivize those MM's from using your securities to borrow, and thus cover their short, but ethics are not in the equation here. MM's care about percentage-spread gains(long or short), and not much else.
