I just looked at that absorption spectrum. It was hard to read but I zoomed in and tried to decipher what I could. Well I'm assuming that is perkinamine dissolved in solvent and no host polymer? Is this a recent graph or something that was created years ago? For these materials you care about the location of the absorption peak. As you get closer to the absorption peak there is a resonant enhancement in the EO coefficient. The tradeoff is that you have higher absorption making a low loss modulator impossible. You can make a device with low voltage but you probably won't see any light come out. Now you can make some sort of free space single pass device (SLM?) because the propagation length is very small compared to a waveguide (few microns, compared to a few cms). Now the problem I see with the graph in the absorption plot is the tail that extends to the infrared region. That small amount of absorption will still make your waveguide very lossy. You want that tail to be as small as possible. It's possible that the graph was just poorly plotted or that there does exist a significant amount of absorption in the infrared.
