Yup. It is VERY hard to get disbarred, and very rare on a first disciplinary offense (Bill Clinton notwithstanding - but his disbarment was for perjury and obstruction of justice, which are strictly verboten for a lawyer - at least on paper).

One lawyer in Illinois, Reema Bajaj, was convicted of multiple counts of prostitution - even operating out of her law office - and even with a client as a customer! - and she was never sanctioned by the Illinois Bar and still practices today. Evidently the Illinois State Bar figured that all lawyers are basically whores anyway. :)
