Go…..These STRANGE PRs mean IMHO.

1. Wave Systems Corp. (Nasdaq: WAVX - www.wave.com) announced today that the company has teamed with NCI Information Systems, Inc., a wholly owned subsidiary of NCI, Inc. (NASDAQ:NCIT - www.nciinc.com), in connection with a Total Engineering and Integration Services (TEIS) contract awarded to NCI Information Systems, Inc. by the United States Army Information Systems Engineering Command (USAISEC).

2. Wave Systems Corp. (Nasdaq: WAVX - www.wave.com) announced today that the company is teamed with Operational Research Consultants, Inc. (ORC), a wholly owned subsidiary of WidePoint Corporation (OTC BB: WDPT - News), in connection with the first Blanket Purchase Agreement award issued under the new U.S. General Services Administration (GSA) "Authentication Products and Services" Category Special Item No. (SIN) 160 32, part of existing IT Schedule 70 (the "ORC ACES BPA"). The ORC ACES BPA is an indefinite delivery/ indefinite quantity (ID/IQ) program that has total ceiling value of $100 million.


NCI and ORC have gotten an order about the mentioned services. They can only sign subcontracts when they ve got a purchase order, so Wave will sign the contract with them.

Winning team means:
Every company teams with subcontract companies. If the main contractor receives an order, the sub companies can sign subcontracts with the main company. It makes no sense to sign subcontracts before you get an order, cause nobody can know the terms of the main contract.
