Hi TOOF..

I look at it as the risk level was slightly lower than last week. Since we started tracking the VWave in July 2007, the oscillator has given us a low of -22.66 on 12/5/2008 (pretty close to the March 2009 bottom) and a high of 12.27 on 5/15/2009.
