be real: They could have worded that more clearly. I think it means that the consortium will allow a proper amount of attention to be paid to the Argus One, attention that WSGI by itself couldn't afford to pay to it due to the more pressing demand caused by its BIB activity increase.

If there wasn't some kind of demand for Argus One furtherance, I doubt they would take the trouble to organize this consortium, so I muse that maybe Johnson Controls/World Cup security wants an Argus as well as, or instead of, a BIB for the 2014 games, or maybe NASA wants to send an Argus to Mars or something...in any case, there's some kind of demand behind it, IMHO.
