One thing I find interesting is that as far as I can tell, Inovio has never publicly talked about any work with Novartis. Yet, there are now two articles which clearly show thet they have colaberated as far back as early 2012. Novartis sure seemed interested in confirming the technology for themselves. Seems that the competition between big pharma is so fierce that part of me does really wonders more about a buy out rather than a partnership. Time will tell, maybe I'm dreaming.
