In theory, that's true, but to practically get something going to try and save THIS country economically, anyone without a REAL social security number (don't lecture me on those -- I get it), should be deported -- or at least DENIED ALL services including food, school, housing, medical care, etc. Can't afford any more people until the gov't PROVES it can run without taxing the crap out of those working and doing it without deficits.
All this banter is useless, as the top .01% will live like billionaires until everything implodes, and then they go underground to live the same way until those left on top kill off 90%.
Go see Elysium. That is their dream in reality.
