Yes, but he has a history of dumping 1B shares in 2 weeks and when he choose to dilute all depends on the FDA all clear, if it takes a year he will have to start dumping a lot of them (given the current PPS), how else is he going to pay his $300K a year salary (i.e. from the 'administration' funds)
