The rate determining step is typically qualification which in the case of lighting probably includes (accelerated) long-term testing.

My experience is limited to outdoor lighting diffusers and weathering. Those could take 3-5 years. I don't have any first hand indoor lighting experience, though I would guess stability data is pretty important if you are going to make 50,000 hour lifespan claims.
