It's highly likely, but not the only way. The R/S will be the last thing they do. First they must complete audited financials, file the form-10, bring the share price up, possibly do a buy-out of another company bringing the share price up some more, then uplist with whatever R/S is necessary the day before uplist to NASDAQ.

The R/S will not hurt one bit. It will be overshadowed by the NASDAQ listing.
