So who is Blueland Shipping and why wouldn't they vote??

I have no idea who they are. As you say, they have very little web presence, so it could just be a shell company. They can vote their shares if they want to or they can chose not to, it's up to them. They could chose not to participate if the things being voted on have no effect on their stake in the company. I'll be curious to see the proxy statement, if one is actually sent out.
