I "traded" HISC this year, bought it at .0015 and sold most in the high teens and that's a pinkie stock. That being said, there are scams everywhere from the top of the heap (WCOM, ENRON, GLobal Crossing, TYCO) to the bottom. I don't believe there is a general rule to follow other than do as much DD as possible.

There are prohibitions against making claims that are manipulation but shareholders have to pursue these rights. I have a tiny position here so it's not worth it to me to put any effort into it. I had assumed that the one time large following included some with large holdings and that they would put management's feet to the fire with respect to fiduciary issues.
