If I was in charge, I would lay a curtain of already proven aerostats, which have been in service for many years, every ten miles or so. Making a virtual fence. Not a blimp in the box made by a jack in the box company.

I would load it with sensors which would be monitored by the nearest officers. Why would they need a mobile one?
