I think he is looking for something that suggest the DTC proposed the plan for the company. The pr states the company still needs to propose a plan of action. The company is CONFIDANT, according to the pr, that once the action plan is executed, the DTC will lift the chill. Confidant don't necessarily mean it would be lifted..Paychest management are hoping the proposed action plan will do it. They still have to propose a plan first, however..
