Perhaps he realizes nothing will come of it since the technology is not competitive and because of that doesn't want to sink too much time into it. Just enough for the photo-ops to keep the alibi alive and keep all of them out of trouble a while longer. The market for water heating is so huge worldwide and the possibilities for profit are so big that if this was even remotely competitive, forget revolutionary, they would be falling all over themselves, not sleeping or eating, to finish it as soon as possible.

At this point the excuses and delays are becoming ridiculous. Sure, one or two things can always go wrong but years of delays without the tiniest shred of proof of anything coming out of it... Not looking good. They said they'd put out a timeline right after the 4th... that's nowhere to be seen.
