I thought they were hired to do an independent testing and analysis, and Wanderport claimed the results would confirm Robert's in-house testing.
I would think that independent testing would do things as they, as professionals with vast resources and expertise, saw fit for the objective.

You can tell me that, but I have to tell you that in my scientist mind I have believed that is the case every since the first time I ran the thermodynamic number crunching.

And NO, of course not, is my answer, for the second year in a row (albeit a little earlier this year) no one will be able to even apply to do field testing of a Wanderport water heater by Christmas 2013 let alone buy one.
