My next step is to inform all Institutions with holdings. I've started this process with the largest holders with members on Amarin's Board.

Those are good steps, and the only ones you may have even just partial success with IMHO....tilting at windmills on your own with members of Congress will get ignored/stonewalled....and whatever you say/write, you'd be best to leave absolute accusations of corruptions out of it, your emotions out of it, possible personal financial losses out of it, anything that isn't 100% factual....as in don't mention hedge funds, etc......inform them of what you see as COI's, what you'd like them to do/investigate, offer to provide the info you've collected, but you absolutely must be calm and level-headed about how you approach this, else it will get circularly filed as being from a rabid/loony retailer who just lost some money in the stock market and is seeking revenge anyway they can get it.
