Run,this is true. But the CS 13 testing began in October 2012, and most of the systems being tested were selected prior to that according to what i've read and watched on youtube. So at the very least the Army really wanted to test the Bib,being they asked for it so late in the game. One division heading to Afghanistan has the CS13 gear already,and another in Texas (if memeory serves) also is CS13 ready.
