That is quite a mouthful of info. & imho I would agree with you.
This is something that is done many times over.
It does have plausible logic the way you explain it that way.
It is not illegal to do just that as you stated (although obviously no one is going out of their way to confirm even if it is true & that is what is going on currently) & it would explain & fit with the things that are going on as of late.
It does take money to make money, but one has to, unfortunately, (scratch another's back) to get there, one has to start some place to be a small fish in a small pond to later be able to swim in the big pond!
