I'd say that this is a 50/50 play.
The merger either happens and this goes up or it does not get finalized and we go down - simple as that.
Unlike those P&D campaigns where the companies claim to enter some billion dollar market, the merger is the real deal (whether they are going to finalize it, is a different story.),
