I suppose they would have to have mining companies come back into the area with a vested interest in reviving the mining there before committing funds to repair/improve the infrastructure and it appears that's may be just happening now. I'm skeptical if what PTQ would do in production would warrant such an investment, I suspect not.

We all know there's plenty available labor in Spain to get the job done. The problem is where's the money come from to pay for it?
