Because, as has apparently been the case for four years, they are selling shares to fund the operation, studies, trials, rent, etc., etc. Not my theory, but the opinion of many posters.

I'm no conspiracy theorist - and my logic says it's either MM's playing the game to catch a crumb here and there, which on an annual basis can be lucrative but not usually on a stock like BIEL which has not been volatile for a couple of years, or real buyers accumulating for reasons I am unaware of unless it is because the products work and there is upside.
