Not really. It's obvious from both the history of WDRP and the usual modus operandum of racketeers Amyot and Barakett with their other scams that the water heater is simply a front for yet another pump-and-dump operation.
There may be some rudimentary electronics rigged up in a box to provide a cover story, but anybody scientifically literate has known all along that the device claimed to have been developed by WDRP doesn't exist in our universe because it defies the laws of physics.
