How we interpret things....at the IRS hearing yesterday Congress figured out that the IRS had changed a word from 1959 from "Exclusive"" to "primary" activity is social welfare---Congress was upset---of course they don't have to implement the laws they pass---same with ITC---the rubber meets the road when you have to make these vague laws work----

“The IRS took a hard, clear word like ‘exclusively’ and changed it into a soft word ’primarily’ and then left it to the IRS agents to determine if your organization was primarily concerned with the promotion of social welfare.”
