It was an interesting read. The formula for making the existing and certified products must exist. R&D is fantastic for moving into different areas but not required to push what has already been certified.

While creating a process management system utilizing ISO principles can seem daunting, I certainly don't believe the costs shown in your post is even close to reality. My experience is that a company of this size (i am assuming that the process in not like building a car) getting the plan developed and ISO certified for the current certified products would be below 50k. That would be predominantly using an experienced third party to do so. It's just not a quick process.
