Comming from a government background, I will tell you this I personally feel you will see Lockheed getting subcontractors to help them in their contract award. It would not suprise me to see GTE on that list. There is also a program called the mentor-protogee program where a contract is awarded to help a small company like GTE be guided by big brother (Lockheed) so that they learn the ropes. I wouldn't be surprised that GTE is teaming with them because both need each other. All imo.
