I worked for Wells and it's predecessors many moon ago. Even then, we had the high to low order in place. The reasoning was that customer would want bigger checks paid first, like their mortgage, before smaller, less important checks. Don't know about the deceiving part. Any time you make a choice in process, you are going to advantage or disadvantage someone, sometime. Whether it was a conscious decision to deceive and increase fees is the issue.
