Why so? Care to elaborate?

They can only dilute about 43 million more shares bringing the float to about 175 million which is still nothing in penny land.

That's the most the float (unrestricted shares) will be with a 400 million authorized count if they diluted all that they could dilute.

No offense, but 175 million float in penny land is peanuts.
